Is it possible to open a merchant account to accept credit cards if you have really bad credit?

I had planned to just use Paypal, but there will be some orders over the phone, so I really do need a merchant account.
Paypal requires an “application”, so I’m thinking credit is a factor.

Even that will work with Paypal for an extra $20. charge per month.
Definitely not with a bank, which gives the best merchant account rate.
You may be able to get one, but they will slap you with very high rates. You’d be considered a “high risk merchant”
