Payoneer is one of the best solutions for you.
Paypal is hard to work with here in the Philippines too and we get around it by adding a Payoneer prepaid card, feed it with Paypal and withdraw our funds from the bank.
I think in this case you might have to work with some intermediate party like hot, hot mama said up there. We also do the same in Asia through Paymentasia.com. You should have it check out with your local paypal business partner. Otherwise try check with the providers have mentioned here
