I have a business and I need to charge my customers credit card,but don’t have the volume to justify the cost and ongoing exspense to establish a merchant account.Paypal is not an option.

As far as i know you can’t charge credit cards without a merchant account. I run a dating-site and when i want to have credit card processing in my site, i had to create a merchant account and now it’s working fine.

You need a merchant account. VISA, Mastercard, American Express require you to establish one in order to deal with them

I would suggest using StormPay or PayPal. Your customer can open an account and their account, charge, debit, checking, whatever, is charged when they made a purchase from you. Of course, there are charges involved, but a heck of a lot cheaper than a merchant account.
